In the first few lines of Chap. 551 (near top), you’ll see that in addition to excluding
all “Chinese laborers” the law also excluded “persons suffering from a loathsome
or a dangerous disease.”
This vague disease criterion was carried
forward through 1965.
Fox News is not alone in equating disease with aliens.
